Closed Campus

Students are expected to remain at school throughout the regular school day unless arrangements have been made through the office to be dismissed.  Once students arrive at school, they are considered to be in attendance for tardy or absence reasons.  Absences that are not pre-arranged by checking out are considered truancies. 

 

Connections

Students graduating in 2007 and beyond will be required to satisfactorily complete the all components of the Connections Program. Among the included will be a five year educational plan, job shadowing, maintaining a portfolio, community service, and completing a culminating project.  Connections is designed to provide information, directions, and assistance in meeting new Washington State non-credit graduation requirements. 

 

Daily Schedule - 6 period day

On Tuesday’s through Friday’s, school begins at 7:50 and ends at 2:26. On Monday’s, school begins at 8:50 and ends at 2:26.   Students are enrolled in a six period daily class schedule.  Staff is available 30 minutes before and after the student day or by appointment.

 

Dress Code

East Valley High School believes that students should take pride in themselves and in the school and community they represent. Personal appearance is important in the EVHS quest for “spirit, pride, and excellence.” 

 

The following describe specific dress expectations during school hours:

Shirts/Tops

·          Appearance that distracts from the learning process is unacceptable.  For this reason excessively revealing tops, exposed underwear, tube tops, halter tops, muscle shirts or tank tops that are cut low under the arm, shirts that expose the midriff or back, sheer or see through clothing, and excessively low cut tops are prohibited.

·          Shirts must have a two finger minimum width at the shoulder.    Any part of the bra, except straps that accidentally fall out, cannot be showing.

·          Shirts will be long enough to cover the stomach and back.   The majority of buttons will be fastened on shirts if no shirt underneath.

Pants/Shorts/Skirts

·          Pants that are excessively oversized or undersized (two or more waist sizes from the normal) are not permitted.

·          Shorts and skirts must cover underwear and private areas while sitting and standing.

·          No holes in pants or shorts between waist and mid-thigh.

·          No undergarments showing.   Undergarments must be worn.

Headwear

·          Bandanas and hairnets may not be worn on campus or to school activities.

·          Hats are okay to wear, but individual teachers or administrators may ask students to remove their hat.

Footwear

·          Footwear is required.

Miscellaneous

·          Any clothing or items that includes the use of lewd, sexual, racial, drug, tobacco or alcohol related messages (direct or implied) are prohibited.

·          No dark sunglasses unless prescribed by a doctor, worn inside of the building.

·          Chains are prohibited.

·          Cosmetic contacts that alter the normal appearance of the eyes are prohibited.

The following apparel and items that can be an indicator of gang activity are prohibited on East Valley School District property at any time:

·          Showing “colors” through clothing items such as shoelaces, gloves, belts, hats, shirts, and sweatshirts are not permitted.

·          Dangling belts or unfastened suspenders/overalls are not permitted.

·          Solid red or solid blue shirts without printing are not permitted.

·          Showing a pattern of consistently wearing the same color, such as red or blue.

Any apparel or items that have gang related numbers, symbols, designs, drawings or lettering is not permitted on property or body.

 

Emergency Procedures for Students

Evacuation – Students are to move with your classroom teacher quietly and orderly to your assigned area in the stadium. Arrange yourselves in alphabetical order  with your first period teacher for a quick attendance check.  If you are out of the classroom when the alarm sounds, report directly to your teacher at the stadium.  If the alarm sounds during lunch, before school, or passing periods, report to the stadium and line up with your first period class.  Do not leave the school without going through the proper procedures of checking out with office staff.

Lockdown – Students need to follow teacher requests to get to a safe place.  If in a classroom, this will be away from windows and behind locked doors.  If an emergency lockdown is called during a passing period, students should go to the nearest open classroom.  If called during lunchtime, those students in the cafeteria should move to a safer place, such as the gym or auditorium.  Follow directions as provided over the intercom or by your teacher.

 

Financial Aid

The Federal Financial Aid Forms (FAFSA), which include grant and loan information, are available from the counselors in late November or early December.  The information provided on these forms assists the college and financial aid administrators in determining the student eligibility for all forms of financial aid (work study, grant, loan, tuition waivers) and are also used by many institutions awarding scholarships.

 

Grading System and Report Cards

The evaluation of student achievement is one of the most important functions of the teacher.  Grades are updated on line at two week intervals.  Parents can check their child’s grades on our school website. To do so:

·          Open the EVHS homepage at www.evsd90.wednet.edu

·          Click on the link “student grades”

·          Click on the teacher of the course desired

·          Type in your child’s name.  The password used is 00 followed by the student ID number.

·          Click “view report.”

  The grading scale used at EVHS is as follows:

Guidance

Guidance services are available for students in the area of educational planning, interpretation of test scores, occupational and career information, substance abuse issues and social concerns or any concerns the student may wish to discuss with the counselor.

Harassment Policy

The East Valley School District is committed to a positive and productive education and working environment free from discrimination and all forms of harassment, including harassment based upon race, religion, heritage, sexual orientation,etc.  The district prohibits all harassment of students, employees and others involved in school district activities.

Sexual harassment occurs when:

1.      Submitting to the harassers’ demands is a stated or implied condition of obtaining an education or work opportunity or other benefits;

2.      Submission to or rejection of sexual demands is a factor in an academic, work or other school related decision affecting the individual.

3.      Unwelcome sexual or gender-directed conduct or communication interferes with an individual’s performance or creates an intimidating, hostile or offensive environment.

Sexual harassment can occur adult to student, student to adult, student to student, adult to adult, male to female, female to male, male to male or female to female.  Sexual harassment is under the category of exceptional misconduct in the code of conduct.

Those who feel that they have been a victim of harassement should report that information immediately to a teacher, supervisor , or person of authority.

Lockers and Backpacks

Each student is furnished with a locker with a combination lock.  Students are responsible for all contents in their assigned locker and the care of the locker.  The locker and combination should not be shared with other students.  School personnel may hold periodic locker checks.  The school will not accept responsibility for any items lost or stolen from a p.e. or hall locker that is not locked.

Students may use backpacks to and from school.  However, they are not allowed in the classroom for safety related reasons.

 

Lunch

Students are expected to observe the following regulations:

·          Eat all meals in the commons or other designated areas, not in carpeted hallways.

·          Leave the lunchroom clean and bus your own garbage.

·          Stay out of the hallways and do not disturb classes.

·         Students are not permitted to enter the parking lot or leave campus.

 

Motor Vehicle Regulations

·          Students are expected to park in their designated  area, have their permit visible in the window, lock and leave the vehicle upon arrival at school.

·          Students are not to enter the parking area during the school day without permission from the office.

·          Speeding or reckless operation on or around campus will not be tolerated and may result in loss of driving privileges or suspension.

·          Loitering  in vehicles is prohibited.

·          Students parking in the visitor or staff parking areas will be fined $10.00 for each offense.  Multiple unpaid tickets may result in towing at the owner’s expense and risk.  Loss of driving privileges can result if the problem persists.

·         Parking permits are $2.00 each.

 

National Honor Society Selection Process

(Fall Induction)

1.      Juniors and Seniors with a cumulative grade point average of 3.5 or higher are given an information form to be completed if interested in joining.

2.      Interested students complete and return the information form by the deadline provided.  Forms received past the due date or to a person/place other than designated are not accepted.

3.      Faculty members are provided an opportunity to comment in each of the selection areas of scholarship, leadership, character, and service.  This is done for those students with whom they have a personal knowledge.

4.      Faculty council considers  the student information forms, staff comments, student records, or other verifiable information about each candidate. 

5.        Candidates receiving a majority vote of the faculty council shall be inducted into the chapter.

 

Schedule Changes

Schedule changes will only be considered during the first five days of the semester.  Requests to add or drop a class are made by making an appointment in the counseling department.  Schedules are not changed based upon friends, teachers, or lunch periods.  Once a student  begins in a class and remains in that class beyond the fifth school day, the course will be posted on the student’s transcript with a grade.

 

School Dances

All school dances will be over by 11:30 p.m.  Only East Valley High School students and their dates are invited.  Students who bring guests must have them approved in advance and be willing to accept the consequences for any rule violations of their guest.  Regular school dress must be worn (unless the theme of the dance dictates otherwise.)  Once students are in the building attending a dance, they will not be readmitted once they leave the building.  Doors close at 1.5 hours after the start of the dance.  Please be sure that transportation is arranged for and waiting at the end of the dance.

 

Scholarships

East Valley High School makes available to every senior student a financial aid source booklet, which is updated and lists scholarships for which high school seniors may apply.  Although the dates vary, some scholarships have deadlines as early as October.  These booklets may be picked up in the counselor’s office and are given to all interested students upon request.

 

Student Conduct on Buses

Rules of Conduct for Students Riding School Buses:

Any misconduct by a student, which in the opinion of the bus driver and bus supervision is detrimental to the safe operation of the bus, shall be sufficient cause for the transportation supervisor to suspend the transportation privilege.

Procedure for Students Getting Off At an Alternate Stop:

·          Parents must write a note requesting change.

·          Students must take note to the office for signature or initial.

·          Drivers will not let students on another bus without a note giving permission.

Disciplinary appeal:

The student or parent of a student who has been suspended from receiving transportation entitlements may appeal  the transportation supervisor’s decision by submitting a written statement to the superintendent.  The superintendent shall render a decision after evaluating the issues and facts involved.  If the decision is based on issues unrelated to those described in the district’s rules of conduct for students riding buses, the decision shall require board concurrence before implementation.

 

Silent Reading

All students at EVHS read silently from a book everyday.  It is each student’s responsibility to have a novel (newspapers, textbooks, etc. are not accepted).  Beginning with the third occasion in which a student is not prepared or does not read, after school detention will be assigned.   Reading is a high priority at EVHS.  Our goal is that each student will spend an average of 60 minutes per day reading.  Students will be assigned reading as class assignments, with the expectation they will spend time reading at home.

 

Skill Center Programs for Juniors and Seniors

The Yakima Valley Skill Center offers the following programs for high school credit.  Students who attend classes at the skill center are responsible for their own transportation.  For additional information, contact a school counselor.

Telephones

The office telephone is a business phone and should be used by pupils for emergencies only.  A student phone is located near the main office and is for use only during passing times or at lunch.  Students who bring cellular phones to school accept responsibility for damage or theft.  Cellular phones are to be turned off during class time.  Cellular phones that are used during class time are considered disruptive and will result in disciplinary action, including loss of the phone for at least the remainder of the school day.

 

Visitors

All adult visitors to the campus are required to obtain consent for the visit at the office.  Student visitations during academic hours are not permitted.

 

 

 


Attendance Policy

Philosophy - Students are expected to attend school regularly and to be punctual because regular attendance has a positive affect on student learning and achievement.  Participation in class activities and interaction between students and teacher is necessary to the learning process.  Nonetheless, it is recognized that at times students appropriately may be absent from class.  Therefore, the following principles shall govern the development and administration of attendance procedures.

 

Attendance Procedures –

·          It is the responsibility of the student and his/her parents or guardians to provide a note that describes the reason for the absence. Students have one day to bring in an excuse for an absence.  Any absence that has not been cleared in one day will be considered a truancy and carry the appropriate consequence.

·          Students are required to pick up an admit slip in the office when they return to school.  Slips must be picked up before school starts.  If a student does not have an admit slip when they arrive in class, they will be sent back to the office to get one which will result in a tardy.

·          When checking out, the student must have a note or confirm with a phone call from a guardian verified by a secretary or administrator PRIOR to leaving school.

 

Definitions:

Excused absences from school shall be:

·          Participation in school-sponsored and approved activities.  To be excused, a staff member must authorize the absence and the affected teacher must be notified prior to the absence unless it is clearly impossible to do so.

·          Absences caused by illness, health condition, family emergency, religious observation.  The parent is required to send a signed note of explanation with the student upon his/her return to school.  The student shall be allowed one make-up day for each day of absence.

·          Absences for appointments for doctor, dentist, DMV or court. Students will return with an appointment card from the doctor or dentist to verify such appointments.  The student is responsible to bring the note to the office the morning of the appointment to receive a blue slip excusing him/her from school at the appropriate time.  When it is time to leave, the student is to show the teacher the blue slip and then check out through the office.

·          Absence for parental-approved activities.  This category of absence shall be counted as excused for purposes agreed upon by the principal and the parent.  An absence may not be approved if it causes a serious adverse effect on the student’s educational progress.  Because many of our classes involve activity based learning, the student may not be able to achieve the objectives of the unit of instruction as a result of absence from class.  In such a case, a parent-approved absence would have an adverse effect on the student’s educational progress, which could result in the grade dropping or possibly in the student not earning credit in the class(es).

·          If a student is absent on a date that a major assignment is due he/she will be given a zero. (a medical emergency with a note from the Dr. will be the only exception given)

·          Absence resulting from disciplinary actions or short-term suspension.  As required by law, students who are removed from a class or classes as a disciplinary measure or students who have been placed on short-term suspension shall have the right to make up assignments or exams.  Assignments that have been made available to the student during their suspension time are due when the student returns to school in order for credit to be awarded.  There may be some activities or projects that the student will not be able to make-up if their attendance in class was essential to the acquisition of the knowledge.  However, make-up work is not available to students on long-term suspension that is for the remainder of the term.

 

Make-up policy for excused absences

If an absence is excused, students shall be permitted to make up most assignments outside of class under reasonable conditions and time limits established by the appropriate teacher(s).  The guide to the number of days in which work is to be made up is determined by the number of days absent (one-day make-up for every day absent).  Because many of our classes involve activity based learning, there may be some assignments that can not be made up and the absence may have an impact of the student’s grade in the class.

 

Any time that a student is absent from school, it is the student’s responsibility to check with the teacher to find out what work he/she missed during the absence.

Truancy

Truancy is failing to submit any type of excused statement by the parent, guardian or adult student within one day of returning to school.  Skipping school or class without following attendance procedures is considered truancy.

If the absence is due to truancy, the student will not be allowed to make up missed work that occurred during the absence for grade.  The student will receive a zero for the class period missed if the graded activity occurred in class for any truancy.

The Washington State Mandatory Attendance Law (Becca Bill) requires that the school submit a petition to the juvenile court on any student who is truant from school for five (5) days in any one month or when s/he has accumulated ten (10) days truant during the current school year.  Our school district considers four (4) or more periods a school day.  The school has the option of filing a truancy petition at any time that a student begins to show a pattern of truancy.

Definition and Consequences for

Drug/Alcohol Infractions

 

Definition

Alcohol & Drugs - A student shall not possess, use, transmit, be under the influence of, or show evidence of having recently used a narcotic drug, hallucinogenic drug, amphetamine, barbiturate, marijuana, alcoholic beverage, inhalant or intoxicant of any kind on or adjacent to the school premises or at any activities or extracurricular activities which are organized, sponsored or hosted or participated in by the East Valley School District. and attended by the student.   Examples of this include but are not limited to: field trips, dances, all athletic events, and District, Regional, or State competitions of any type.  Possession of drug paraphernalia is also considered a violation of this section of the code. Use of a drug authorized by a medical prescription by the prescribed user shall not be considered a violation of this rule.

Consequences

These infractions are of such a serious nature that they will be considered part of the student’s record for his or her entire time enrolled at East Valley School District.

 


First offense for possession, use, under the influence, or evidence of having recently used –

·          Notification of police

·          Long-term suspension up to ninety-school days (EVHS), long-term suspension up to sixty-school days (EVC) in compliance with WAC 180-40-260.  The long-term suspension may be reduced (at the school discretion) to fifteen days out of school upon completion of the following:

o         Valid urine analysis immediately* following the infraction (*to be defined by administrator, usually within two hours or an on-site UA)

o         Completion of a drug/alcohol assessment,

o         Return to school and reduction of the suspension is dependent upon following the assessment recommendations given.

o         Compliance with the “Drug and Alcohol Re-Entry Contract.”

Informational –

Loss of opportunity to apply for college financial aid.

Loss of drivers license until age 18 on a MIP (RCW 46.61.503, 66.44.270.2A)

First offense for sale or intent to sell

Expulsion for one calendar year.

First offense for out of district students – loss of attendance privileges in EVSD.

 

Second offense for possession, use, under the influence, or evidence of having recently used –

·          Notification of police

·          Expulsion for one calendar year (EVHS and EVC).  The expulsion may be reduced to fifteen days out of school long-term suspension upon completion of the following:

Students who are involved in extra curricular activities are subject to additional consequences as described in the athletic code. Additional consequences for alcohol and/or drug infractions while attending a school activity may result in the loss of privileges to attend activities.

Drug Dog Searches

In an effort to attain a drug and alcohol free campus, drug dogs will periodically search the campus.

Disciplinary consequences may be imposed for students leaving campus without permission during a search.

In the event a student(s) is unwilling to cooperate with a search request following an alert by the dog, the police will be called and asked to conduct the search.  In addition, the student will be long-term suspended from school (up to 90 days.)

 

 

 


E.V.H.S. Student Behavior Code

 

At East Valley High School, courtesy and common sense are the principles that guide our actions.. By emphasizing respect for others and ourselves through responsible behavior we can maintain a positive school climate. Students are responsible for their actions and they are held accountable for following all rules and regulations established by East Valley School Board and the EVHS administration and staff. A student who is found to be in violation of any of these rules is subject to discipline, suspension, or expulsion from East Valley as provided for in the Common School Laws of the State of Washington, chapter 180.40 W.A.C. The sanctions imposed for rule violations generally will be of a progressive nature. The severity of the disciplinary action may be influenced by the frequency of violations, the seriousness or severity of the violation, and other factors contained in WAC 180.40, or which have a substantial disruptive effect on the education process, PROVIDED, that in those cases where violations of school district rules result in serious damage to persons or property, and/or have a substantial disruptive effect on the educational process, the student involved may be subject to long-term suspension or expulsion, even though lesser forms of corrective action or punishment may modify his or her conduct.

 

The following Student Code of Conduct and Appeals Process has been adopted by the Board of Directors to protect the rights of all members of our school community in fulfilling their responsibilities. The school district reserves the right to refer to the appropriate non-school agency any act or conduct of its pupils which may constitute a crime under federal, state, county, or local law. When a student is suspended, the student will not be allowed to participate in extracurricular activities, either practice or competition, during the suspended time. Effective implementation of these guidelines requires the exercise of good faith on the part of students, parents, and school personnel.

 

Student Code of Conduct

The following are prohibited on or adjacent to school premises or at school sponsored activities and shall constitute cause for discipline, suspension, or expulsion.

Abuse of Driving/Parking Privileges-Please refer to motor vehicle regulations as stated in the student handbook.

Affection - A student shall not display inappropriate affection.

Arson - A student(s) shall not intentionally or neglectfully commit the act of setting school property on fire.

Assault - A student(s) shall not willfully and/or violently physically attack another student, employee, or guest of the school.

Alcohol & Drugs - A student shall not knowingly possess, use, transmit, be under the influence of, or show evidence of having recently used a narcotic drug, hallucinogenic drug, amphetamine, barbiturate, marijuana, alcoholic beverage, or intoxicant of any kind.  Use of a drug authorized by a medical prescription shall not be considered a violation of this rule. Possession of drug paraphernalia is also considered a violation of this section of the code.

Bus regulations-Please refer to bus regulations section.

Cheating/Copying -A student shall not copy and/or cheat on class assignments or exams.  Students will receive a zero on the assignment, assigned appropriate discipline, and parental/guardian contact will be made.

Derogatory comments/actions - Negative comments or actions that are derogatory in nature are not permitted.

Disrespect/Insubordination -A student shall not demonstrate willful disobedience nor show disrespect toward a school employee, student, or guest of the school.

Disruption/Obstruction of School Operation - A student shall not through conduct or expression cause substantial disruption or obstruction of any school function or operation.

Electronic Devices- Electronic devices cannot be used during class without teacher permission, including cell phones.  In the classroom setting, cell phones must be turned off and put away. The school assumes no responsibility for lost or stolen electronic devices.  Students are encouraged to leave electronic devices home, or to be sure they are secured.

Extortion/Intimidation - a student shall not exercise coercion or threat to impose his/her will upon another person in an attempt to cause physical injury or extort anything of value.

False Fire Alarms - A student shall not intentionally or neglectfully set off a false fire alarm.

Failure to Comply with School Personnel -A student shall not fail to comply with the lawful directions of school personnel acting in the performance of their duties.

Failure to Pursue a Course of Study is defined as a pattern of refusal to turn in assignments and/or participate in class. 

Fighting or promotion of a fight - A student shall not attempt to inflict, or cause the actual infliction of physical injury on any school employee, pupil, or other person.  Encouraging others or instigating a fight is considered the promotion of a fight.

Gambling -A student shall not gamble on school property or at school sponsored events.

Gang Related Activity-Students will not display any type of gang graffiti or gang symbolism while at school or any school activity.  This includes, but is not limited to the following: the use of hand signals, writing of graffiti, the presence of any apparel, jewelry, accessory or manner of grooming which, by virtue of its color, arrangement, trademark, symbol or any other attribute, indicates or implies gang membership or affiliation.

Guest Students must abide by dist. policy 3141 to remain at EVHS.

Leaving School Grounds -A student shall not leave school grounds or activities without proper authorization.

Obscene or Indecent Conduct and Profanity - A student shall not use language or act in a manner that is lewd, indecent, obscene, or profane.

Pranks (Including senior pranks)- Students will be held accountable with disciplinary actions that may include loss of the privilege to participate in graduation ceremonies.

Property Damage & Theft - A student(s) shall not destruct, damage, be in possession of or commit theft of school property or the property of others.

SRT  Social Responsibility Training (class) may be required of a student by the administration in lieu of or in addition to more severe disciplinary consequences.

Throwing objects -A student shall not throw objects such as rocks, snowballs, water balloons, pencils, pens, etc. as they may cause a personal safety hazard.

Tobacco - All use of tobacco (smoking and chewing) is prohibited at all times on all school district property. This includes athletic fields and school vehicles.

Unauthorized Entry of School Property -A student shall not conduct any unauthorized entry to or use of school property.

Weapon Possession - A student shall not possess, transmit, or handle any object that can reasonably be considered a weapon.

 

 


E.V.H.S. GUIDELINES FOR DISCIPLINE

At East Valley High, our goal is to develop young people who behave properly and appropriately in a variety of situations. Disciplinarians and hearing officers will be allowed to grant exceptions in cases involving extenuating circumstances and/or exceptional circumstances as provided for in WAC 180.40.  In examining extenuating and/or exceptional circumstances, the truthfulness of the student, the complete discipline history of the student and any previous similar discipline will be strongly considered. The frequency, with which students violate various school policies, rules, and regulations, is often of equal or greater concern than single violations.  The cumulative effects of these acts may determine the form of discipline, including suspension and/or expulsion.  The following is not an exhaustive list.  E.V.H.S. will honor suspensions from running start, skill center programs, and suspensions given by other schools to transferring students.

 

BY LAW, POSSESSION OF A WEAPON REQUIRES EXPULSION FROM WASHINGTON STATE SCHOOLS.

 

 

CATEGORY 1  Exceptional Misconduct: These infractions are of such a serious nature that they will be considered part of the student’s record for their entire time enrolled at EVHS.  Student may be referred to law enforcement agency.

 

Alcohol, Illegal drugs, Theft/Property damage $100 or over, Unauthorized entry to school property, Extortion, Assault, Intentionally setting off a fire alarm, Substantial disruption of the educational process, Arson, Verbal/Physical assault on school personnel, Gang Related Activity, and Sexual Harassment,

A tardy is defined as being late to class.  If the student is more than fifteen minutes late, it will be treated as a truancy and carry the same consequences as a truancy.

Consequences for being tardy:

1 – Teacher warning

2 – Teacher imposed discipline

3–  School detention*

4– Two school detentions (Teacher/parent contact)

5– In school suspension for each tardy thereafter

*Incentive Clause: After reaching tardy number 3, if a student is not tardy for 20 consecutive attended school days, s/he may remain or revert back to level three (detention). Tardies will start over at the semester break.

 

CATEGORY 8    Failure to Pursue a Course of Study

WAC 180-40-210 states that it is the responsibility and duty of each student to pursue his/her course of studies.  A student who has a pattern of failure to pursue his/her studies will be disciplined.  Each department at EVHS will define its policy of “Failure to Pursue a Course of Study” and publish it in their course syllabus. 

Consequences for “Failure to Pursue…”

1 – School assigned detention

2 – School assigned detention

3 – In school suspension until work that can be made up is

completed, turned in to the teacher and approved by the teacher.

4 – In school suspension until work that can be made up is

completed, turned in to the teacher and approved by the teacher.

5 – Long term suspension—remainder of the semester.

6– Recommended expulsion

If, at any point after the twelfth week of the semester, a student reaches a point in which he/she is failing a majority of his/her classes, he/she will be suspended out of school for failure to pursue a course of study.  The suspension shall be for the remainder of the term and include suspension from attendance at school activities.

 


Students who re-schedule a detention are subject to a “two-for-one” policy.  Students who do not make up their detention on the assigned day will be re-scheduled into the next detention date and will be assigned an in-house suspension.  Students who have four or more detentions “on the books” may be assigned to in-school suspension.

EAST VALLEY SCHOOL DISTRICT

STUDENT ACTIVITY CODE

GENERAL PHILOSOPHY:  The opportunity to participate in the activity program is a privilege for students.  Participants in this voluntary program are expected to conform to the specific conduct standards as outlined in the activity code. Students who choose to participate, and their parents, should recognize that being involved in athletics or other activities means spending additional time, money, and effort, as well as possible sacrifices.  Participants should be reminded that they will be representing not only themselves, but also their family, their team, their school and their community.  Participants should understand that high standards of academic performance, citizenship and conduct are expected because they have chosen to represent their school and community. 

A student who is found to be in violation of any rule is subject to discipline/exclusion or removal from the team.  The sanctions imposed for rule violations will be of a progressive nature, with repeated violations calling for more severe sanctions. However, violations of the code, which cause a serious health or safety problem or substantially disrupt the activity, may result in immediate exclusion from the activity for the remainder of the school year.  A grievance hearing procedure for students is set forth in WAC 180-40-240, incorporated by this reference in this code.  In summary, the WAC provides for a review by the principal, then superintendent or designee, and finally the school board.  During the grievance or appeal of any discipline imposed, the discipline shall continue unless the principal postpones such action.

 

DEFINITIONS AND CLARIFICATIONS:

Who is Covered- The following policies apply to participants in all athletic programs including team support personnel (managers, stat keepers, etc.), cheerleaders, dance, and school activity, which has competitions or performances.

Duration – Participants in these programs will be required to observe the provisions of the Activity Code at all times from the first day of turnout to last contest for that activity or WIAA sport season.

Exclusion and Removal - Terms used to describe forms of discipline pursuant to WAC 180-40-205.  Such discipline may include removal for one day of activities or exclusion for the remainder of the school year from activities.

Suspension from Contest(s) – During such discipline an athlete may practice but will be not allowed to participate in the contest(s), including pre-game warm up.

Length of Suspension:  The length of the suspension is based on the athletic code violated and is stated in Article III Student Conduct.  If the suspension is base on a percentage it is percentage of total contests for the individual sport season.. The length of the suspension may carry over into the next sport season in which, the athlete participates to complete the terms of his/her suspension.

Athletic Board – Building Principal, Athletic Director, Head Coach of the sport and a Head Coach not in season.

 

ARTICLE I                   WASHINGTON INTERSCHOLASTIC ATHLETIC ASSOCIATION REGULATIONS

Washington Interscholastic Activity Association (WIAA) rules shall apply in all cases of academic eligibility, physical examinations, residency, transfer, limitation of seasons, standards on age, amateur standing, and are incorporated herein by this reference.  Failure to follow the WIAA rules may results in sanctions from the WIAA to the individual sport and/or the school in addition to discipline under this activity code.

 

ARTICLE II                 EAST VALLEY SCHOOL DISTRICT GENERAL REGULATIONS

Activity or Sport Changes No student may quit one activity or sport and turn out for another after the regular season contests have begun without the mutual consent of both coaches and the athletic director.

Awards – Completion of the sports season is required in order for the student to be eligible to receive a letter or other team or individual awards. (Exception: injury, which limits participation.) No awards shall be given to any student excluded for ten (10) or more days for an Activity Code violation.  Refer to lettering criteria in section VII.

Cut Policy – A limit on number of squads in High School programs where limited-playing opportunities may necessitate “cutting” as stated in team guidelines at the beginning of the season.

Ineligible transfer student’s eligibility  - Any student who transfers to the East Valley School District who has been removed from or is currently servicing a suspension from an athletic team at another school is required to meet with the athletic director to determine eligibility. The athletic board will determine the appropriate action to be taken.

Transportation –Participants agree to follow all school district policies and procedures related to transportation to and from events, which are as follows:  1) Students are required to ride the activity bus to all activities.  2) Student participants are strongly encouraged to ride the bus following the activity or game.  3) Students may be released only to the parent/guardian following an event.  4) Parents must sign a release form supplied by the coach at the event if they transport their child.  5) A school administrator must approve variations from these policies and procedures in advance of the activity.  The request must be in writing and approved prior to departure and the administrator has given approval to the coach in charge.

Uniforms and Equipment – No student shall use uniforms and equipment as personal items of clothing, except as authorized.  Students will be personally responsible for all school equipment checked out to them and will return the same in good condition and on time.  The student to whom it is checked out will pay for equipment lost or misplaced.  Student will not be allowed to be issued school equipment in another sports season until all equipment has been checked in from any previous sport.

 

ARTICLE III                STUDENT CONDUCT

The following substantive rules apply to all students participating in the activity program.  Violation of these rules will result in discipline as described in this code.

Alcohol – No student shall knowingly possess, use, transmit, show evidence of, or be under the influence of alcoholic beverage or an intoxicant of any kind. Consequence: The first violation will result in no less than exclusion from team(s) for a period of ten (10) consecutive activity days (days of practices or games).  A student may choose to have a UA (at student expense), have and adhere to a drug/alcohol assessment. If a student chooses this option the term of exclusion will be reduced to 5 days. This option is a first violation only.   Note: additional consequences may be imposed by EVHS policy. A second offense will result in exclusion from all extra-curricular activities for the remainder of the school year.  These training rules apply to violations anywhere on and off the school premises during the defined activity or sports season.

Anabolic Steroid / Legend Drugs / Controlled Substance: – In accordance with RCW 69.41020-69.41.050, no student shall knowingly possess, use, transmit, be under the influence of, or show evidence of having recently used anabolic steroids or legend drugs (any drug that can only be obtained by prescription) or uniform controlled substances.   The school has the authority to test if there is probable cause.

Consequences -

The first violation will result in the student athlete’s immediate exclusion from the current sports program for the remainder of the season.   Ineligibility shall continue until the next sports season in which the participant wishes to participate.  In order to be eligible to participate in the next interscholastic sports season, the student athlete shall meet with the school eligibility board consisting of coaches and administrators selected by the principal, to request approval to participate.  The school eligibility board will recommend to the principal appropriate action to be taken in the student athlete’s case.  The school principal shall have the final authority as to the student athlete’s participation in the interscholastic sports program.   A participant who seeks and receives help for a problem with use of legend drugs or controlled substances and controlled substance analogs shall be given the opportunity for assistance through the school and/or community agencies.  In no instance shall participation in a school and/or community approved assistance program excuse a student athlete from subsequent compliance with this regulation.  However, successful utilization of such an opportunity or compliance with athletic code by the student athlete may allow him/her to have eligibility re-instated in the athletic program, pending recommendation by the school eligibility authority.

The second violation of RCW 69.41.20-69.41.050 by a student athlete shall result in the athlete being ineligible and prohibited from participating in any WIAA member school interscholastic sports program for a period of one calendar year from the date of the second violation. 

The third violation of RCW 64.41.20-69.41.050 by a student athlete shall result in the athlete being permanently prohibited from participating in any WIAA member school athletic program. Violations of RCW 69.41.20-69.41.050 are accumulative from grades seven to twelve, and from school district to school district.   Note: the consequences will be updated to comply with WIAA regulations.

 

Attendance at functions or be in immediate proximity where alcohol/drugs are being illegally used: Participants shall not attend functions or be in immediate proximity where alcohol and/or drugs are being used with their knowledge, including placing themselves in circumstances where they should reasonably know that such conditions exist.  If they become aware, they will leave the function or area immediately.  Consequence:  The first violation will result in one contest suspension.  The second an/or subsequent violation will be consistent with the same as those outlined for use of alcohol/drugs.

Criminal Acts – No student shall act in violation of city, county, state or federal criminal law.  This applies to violations anywhere on or off the school premises during the defined activity or sports season.  Consequence:  The exclusion/suspension will go into effect upon final court proceeding.

EVHS Student Related Conduct – No student shall violate any of the establishedStudent Code of Conductrules outlined in student handbook.  Violation of school rules may result in consequences, which may impact participation in practices and/or contests.  Example school dress code

EVHS Athletic Related Conduct  -- Willful disobedience, disruptive conduct, harassment (including mental, sexual, or physical abuse), fighting, irregular attendance, vulgarity and profanity while participating in his/her activity, unsafe actions, and unsportsmanlike conduct may lead to discipline.  Consequence:  For the first offense, the maximum disciplinary action may be up to 10% of contests for the individual sport as determined by the coach/supervisor, who will report the infraction in writing, to the athletic director.  Extenuating circumstances may result in removal from the team for the remainder of the season.  The offender will not sit on the bench during contests or will not travel with the team while he/she is being disciplined.  The participant will be required to attend all practices during his/her disciplinary action.  Repeat offenses will result in additional 10% (10% + 10%) of contests for the individual sport without competition and may lead to suspension from all extra-curricular activities for the remainder of that academic year.

Sportsmanship – No student shall display unsportsmanlike conduct or use abusive or profane language in any practice or any contest.  Consequence: The consequence will be progressive and at the discretion of the head coach and athletic director.

Team Rules – In addition to the EVHS rules set forth above, students are responsible for additional rules that are unique to specific activities, as determined by the head coach.  These rules shall be in writing, approved by the administration, and be distributed to participating students.  Consequence: As stated in team rules.

Team Building Activities:

·          There shall be no activities that are commonly considered initiation rites or hazing.

·          The purpose of any recognition activity must be positive in nature and not have the intent to embarrass or humiliate other students.

·          The head coach and athletic director must approve team-building activities, including welcoming new members on to a team.

Consequences:  Athletes who violate the team building policy shall be subject to a seven calendar day suspension.

Tobacco – No student shall knowingly possess, use or transmit tobacco of any kind. Consequence: The first violation will result in suspension for a period of ten (10) consecutive activity days.  A second offense will result in suspension from all extra-curricular activities for the remainder of the school year.  Training rules apply to violations anywhere on and off the school premises during the defined activity or sports season.

 

ARTICLE IV                ATTENDANCE

School Attendance – Students with an absence for any parts of a school day are not permitted to participate in practice or contests on that day. The Principal or designee has the right to and discretion to permit a student to participate. Students who are in P.E. are required to suit up and participate.  Students violating this rule will not be allowed to participate in the activity on the day absent.

Suspension - A student who is suspended from school on out-of–school suspension or in-school suspension may not practice or participate in any school activity that day(s).  A student is eligible to compete on a Saturday or over a vacation if the student’s suspension is completed on Friday or the last school day prior to that vacation.

Practice Attendance – It shall be a violation of these rules to have an unexcused absence from practices or    meetings of the activity. Consequence: Will be at the discretion of head coach as stated in the team rules.

 

ARTICLE V                  SCHOLARSHIP

A student/athlete attending East Valley School District must be passing all classes while participating on an athletic team.  Student participants’ grades will be checked weekly, each Thursday, to identify participants who have not maintained academic eligibility standards. Students not maintaining the academic eligibility standards at grade checks will be considered ineligible and the ineligibility will begin the Monday following the grade check to the next Monday.

WIAA rules on academic eligibility will supersede district rules at semester or trimester grading periods.  WIAA stipulates that a student must be passing four classes in a six period class schedule or five classes in a seven class schedule in the immediate preceding semester or trimester grading periods.  A high school student who failed to make the grade requirements shall be ineligible during the first five (5) teaching weeks of the immediately succeeding semester.  If at the end of this five-week period, the student is passing all scheduled subjects; the student may be reinstated for interscholastic competition.

Definitions:

Ineligible means a student cannot participate in a contest, travel with the team to a contest, or sit with the team at a contest, but may continue to practice.

Passing – “Passing” is interpreted to mean at least a grade of “D.”

Incompletes – Students with incompletes will be dealt with on an individual basis by the administration.  A student will be eligible on the day that the incomplete has been approved by the administration.

Appeals - Academic appeals will be heard by the athletic director, principal, a parent, a coach from another program, an additional teacher, and the teacher from the class where the student is failing.

 

ARTICLE VI                DUE PROCESS

 Disciplinary procedures of this code are established to provide a fair and consistent manner of   implementing sanctions.  It is the responsibility of the advisor/coach to impose disciplinary measures. In the case of an exclusion for more than the remainder of the day, the athletic director will be included in this decision-making process. Prior to the exclusion of a student for more than the remainder of the day, the student will be verbally advised of the alleged violation and have an opportunity to respond in a conference with the coach and athletic director.  If an exclusion is justified after the conference, the student and parents will be notified of the exclusion imposed.

Appeals

·          Any student, parent, and/or guardian who is aggrieved by the imposition of a discipline for violations of these rules and regulations, shall have the right to an informal conference with the coach, athletic director, and principal for the purpose of reconsideration.  Said conference shall take place upon two (2) days prior notice to the principal. (The student shall be responsible for presenting his/her case.)

IF A STUDENT, PARENT, AND/OR GUARDIAN DOES NOT MAKE A WRITTEN REQUEST FOR THIS INFORMAL CONFERENCE WITHIN THREE (3) SCHOOL BUSINESS DAYS OF THE IMPOSITION OF THE DISCIPLINE, THEY WILL HAVE WAIVED THEIR RIGHT TO THE INFORMAL CONFERENCE AND ANY FURTHER APPEAL.

·          If the grievance is not resolved at the informal conference, the aggrieved party upon two (2) school business days’ prior notice shall have the right to present a written and/or oral grievance to the superintendent of the district or his designee.

·          If the grievance is not resolved by the superintendent or his/her designee, the aggrieved parties upon two (2) school business days’ prior notice shall have the right to present a written and/or oral grievance to the board of directors during the board’s next regular meeting.  The board shall notify the student, parent, or guardian of its response to the grievance within ten (10) school business days after the date of the meeting.  A board’s decision shall be the final administrative decision in the district.

·          The discipline action shall continue not withstanding the implementation of the grievance procedure set forth in this code unless the principal or his/her designee elects to postpone such action.

 

ARTICLE VII                HIGH SCHOOL AWARDS

To earn a letter in a varsity sport, the participant must complete all sections in criteria I or all sections in criteria II.

 

CRITERIA – I 

Complete season – (injury exception) and

·          Minimum participation requirements attained as stated in the athletic code (see below) and team guidelines– (practices, quarters, innings, matches, points) and

·          Recommendation of the coach and

·          Approval of Athletic Director or Principal – (involves citizenship, attendance, and eligibility)

CRITERIA – II

·          Be a senior and in the program for four years and complete the season in good standing.

·          Recommendation of the coach and

·          Approval of Athletic Director or Principal – (involves citizenship, attendance, and eligibility)

 

It is an honor to earn a letter at East Valley HS.  The minimum participation requirements are as follows:

Athletics

Cross-country –One-half varsity meets

Football – one-half varsity quarters

Soccer – one-half varsity halves

Volleyball – one-half varsity matches, one-half the games (3-game per match minimum)

Basketball – one-half varsity quarters

Wrestling – one-half varsity matches

Baseball –one-half varsity innings

Golf – one-half varsity matches

Tennis – One-half the varsity matches

Track – 45-varsity points or 30 points and qualify for district meet

Softball –one-half varsity innings

Manager – a high school student for at least 2 years and managed for 2 seasons in the same sport

Activities

Drill Team – 70% of possible points

JROTC – 80% of practices and all competitions

Cheer-             Fall - All football games

Winter- All assigned home and selected away contest

Band – Be an active member for 2 years

DECA – Qualify for state and be an active member for 3 years          

Knowledge Bowl – one more than half of contests

Awards

·          Certificate of Participation – non-letter winners.

·          Letter Certificate – letter winner each occasion.

·          Chenille – first time letter winner.

·          Metal Insignia– letter winner each occasion.

·          Trophies – provided as individual awards to selected varsity team members.  The designation of the award and the means of determining the recipient is determined by the coach.  Three trophies are provided programs that are inclusive of grades seven to twelve.  One trophy is provided for programs with just a varsity team.

 

Athletic Eligibility Check List

In order to be eligible to participate in school sports at East Valley High School, you must meet the eligibility requirements, turn in all eligibility forms and pay required fees to the main office prior to turnout.

Eligibility Requirement

1.       Be less than 20 years old at the beginning of the sport season.

2.       Live with your family or legal guardian in the attendance area of the East Valley School District or attended EVSD for the previous complete school year.

3.       Have not transferred from one school to East Valley School District within the last school year without a bona fide change of residence to the East Valley School District by your family unit.

4.       Have been in regular attendance (no more than one absence for every six days of attendance) during proceeding semester in which you intend to participate.

5.       Pass at least four full-time subjects (at least 2 credits) in the immediately preceding semester. 

6.       Have been in high school no more than four consecutive years after your first entry in the ninth grade.

7.       Are not  a professional athlete in the sport you wish to participate.

8.       Have passed a physical examination from a medical authority approved by law.  The current Physical must be signed and is good for one year (13 months) from the date the physical took place.

9.       Parent Consent Form – This form must be signed and is good for all sports, which the student will participate in that year.

10.   Medical Emergency Form – a new form must be signed for each sport season.

11.   Student Athletic Code – The Athletic Code needs to be read and the form signed by parent & student – a new form must be signed for each school year.

12.   Insurance Waiver or School Insurance – You must have medical insurance coverage that includes the minimum provisions listed on the Parent Consent Form.

13.   A scholastic check will be done.  A student must have passed 4 or more classes in the immediate preceding semester grading period to be eligible at the beginning of the sports season.  Grades will then be checked weekly, each Thursday and the athlete must be passing all classes.

14.   A risk letter must be signed and turned in to the office.

15.   Student Home schooled must provide, to the Athletic Director, verification of registration in the East Valley School District and supply a week grade check to the Athletic Director.

When the above requirements have been met, the student will be placed on “eligible” list for that sport.  The coach will be given a list of eligible players before the first turnout. 

 

 

 


High School Technology Resource Use Agreement

This form must be returned and signed if the parent wishes to opt-out his/her student from using school technology/Internet resources.  If the parent wishes to allow his/her student to use school technology, including the internet, in accordance with the policy below, this form does not have to be returned. 

 

I will use technology resources in a responsible, ethical, and legal manner.  I will use technology resources only for school-related purposes.

 

I will not access, modify, or destroy other user’s data without proper authorization.  I will not knowingly spread a computer virus, impersonate another user, violate copyright laws, install or use unauthorized software, damage or destroy resources, or intentionally offend, harass, or intimidate others.

 

I will access the Internet only under appropriate supervision.  I will only view sites that directly pertain to a school-related assignment.  I will not use school technology resources to create, distribute, download, or view obscene, illegal, or inappropriate content.  I will immediately inform a staff member if I encounter material that is obscene, illegal, inappropriate, offensive, or otherwise makes me feel uncomfortable.

 

I will not use technology resources to engage in any commercial activity including the purchase of good and services.  I will not give out personal information (full name, address, telephone number, etc.)

 

I will use electronic mail responsibly and only through an authorized school or class account.  I will not create, distribute or forward chain letters, offensive message, harassing messages, or messages that contain false information.  I will distribute copyrighted material only if I have the owner’s written permission.

 

I will use technology resources responsibly.  I will not give out my passwords.  I will not disrupt network, usage by others.  I will not monopolize technology resources, use printing excessively, or use excessive amounts of shared data storage space.

 

I will immediately notify a staff member or school administrator if I am the subject of harassment while using technology resources or if I witness inappropriate use of technology resources.
