 All EVSD students are evaluated and screened throughout the year using multiple objective criteria for highly capable services. Each student identified and served as a highly capable/gifted student in the EVSD shall be provided educational opportunities to participate in differentiated and enhanced instruction designed by their classroom teacher to meet student areas of strength.                         

 

Washington's Highly Capable Program is a component of the state's program of basic education. School districts provide instruction, activities, and services that accelerate learning for young learners identified as Highly Capable.

 

WAC 392-170-035   “Highly capable students are students who perform or show potential for performing at significantly advanced academic levels when compared with others of their age, experiences, or environments. Outstanding abilities are seen within students' general intellectual aptitudes, specific academic abilities, and/or creativity within a specific domain. These students are present not only in the general populace, but are present within all protected classes according to chapters 28A.640 and 28A.642 RCW.”

WAC 392-170-036 “Students who are highly capable may possess, but are not limited to, these learning characteristics:


(1) Capacity to learn with unusual depth of understanding, to retain what has been learned, and to transfer learning to new situations;

(2) Capacity and willingness to deal with increasing levels of abstraction and complexity earlier than their chronological peers;
(3) Creative ability to make unusual connections among ideas and concepts;

(4) Ability to learn quickly in their area(s) of intellectual strength; and
(5) Capacity for intense concentration and/or focus.”

EVSD Highly Capable/ Gifted Services Purpose/Goals:

                *  Ensure highly capable/gifted educational strategies are an integral part of the general education program to meet the needs of the highly capable learner

                 * Provide the necessary materials and instruction needed to empower highly capable students in continuously performing at a high level of achievement

                 * Help develop the exceptional abilities of the highly capable/gifted learner through the exploration of new ideas to expand their thinking capacities. (creative,  critical,  logical, reasoning, meta cognitive, conceptual)

                 * Provide comprehensive professional development for teachers to help them meet the unique needs of highly capable/gifted learners

Highly Capable Identification:  All students are screened for services using fall and winter data

 

Screening: All students are screened to identify those that may qualify for highly capable services. Screening criteria using multiple objectives may include, but is not limited to the following: iReady Math & Reading, STAR Early Literacy/Reading data, related grade level and content specific data, classroom based assessment data, state and local assessments, grades, and teacher input. Parent permission will be obtained if further testing is required.

 

Selection for Highly Capable services: A multi-disciplinary committee composed of a district administrator, psychologist, a teacher, and any additional school professional deemed desirable will review and evaluate individual assessment data that has been collected for each student. The committee’s selection decision will be based on evidence from the student profile data, evidence of the student’s need for highly capable services, and determination of highly capable service benefits to the student. Parent permission will be obtained to receive services.

 

Continuum of Highly Capable Services:

Services: K-5 students identified through the selection process will receive differentiated instruction to meet the needs of the student during the walk to read and/or walk to math intervention/enrichment times. Classroom instruction may include such strategies as differentiated instruction, curriculum compacting, independent study, and/or enrichment materials as well as using flexible grouping, content acceleration, and supplemental materials in the area of interest.

 

6-8 students identified through the selection process may receive instruction to meet the needs of the student in the 7/8 Creative and Talented class (CTC), Advanced Language Arts classes, Advanced Math classes, Advanced Social Studies classes, Dual language classrooms if applicable, and Spanish classes. Classroom instruction may include such strategies as differentiated instruction, curriculum compacting, grade acceleration, independent study, and/or supplemental enrichment materials

 

9-12 students identified through the selection process may qualify to receive instruction through advanced placement classes, honors classes, Running Start, and subject-based acceleration if such programs are deemed appropriate. Classroom instruction may include such strategies as differentiated instruction, curriculum compacting, independent study, and/or supplemental enrichment materials etc.

 

Appeal Process for Highly Capable Services

East Valley School District #90, in compliance with Washington State rules for Highly Capable Programs (WAC 392-170-076), has an appeals process. If a parent/guardian does not agree with the final eligibility decision and wishes to appeal, they are asked to submit a detailed written explanation regarding why an appeal is being filed. Appeals are reviewed and considered by the district's Multidisciplinary Selection Committee (MSC). The MSC is chaired by the Highly Capable Program Coordinator as a designee of the Superintendent. The MSC's final decision will be sent by mail to the parent/guardian submitting the appeal.

 

Exit Procedures

Once in program, your child will not need to be referred or retested in order to remain in the program but a student may be exited from the program at the request of a parent or based upon the recommendation of a multidisciplinary team comprised of an administrator, teacher, psychologist, and the student’s parent(s). Efforts will be made to determine why the student no longer appears to be engaged in or need advanced or accelerated instruction. Reevaluation and retesting may be requested, and the decision of the multidisciplinary team is final.

 

 

 Additional Gifted Identification - A student must be receiving Hi Cap services to be referred for further gifted testing

 

Referrals for Gifted: All referrals must be received on the district’s referral form from the teacher, other staff members, parents, family members, students, or community members to be accepted and considered for highly capable/gifted services.

 

Screening for Gifted:  All students must be receiving highly capable services to be referred for additional gifted services.  Screening criteria may include, but is not limited to the following: iReady Math & iReady Reading data, Start Math and Star Reading, related grade level and content specific data, classroom based assessment data, state and local assessments, grades, teacher input, and the Otis Lennon and Renzulli Scales,

 

Assessment for Gifted:  The district will notify and obtain written parent permission prior to conducing further assessments. The assessment process shall be based upon each student’s capability as shown by multiple criteria, from a wide variety of sources and data, intended to reveal the unique needs and capabilities of each student. The assessment criterion consists of both qualitative and quantitative instruments that may include but not limited to the Otis-Lennon, and/or the Woodcock Johnson and/or possible other related tests.

 

Selection for Gifted: A multi-disciplinary committee composed of a district administrator, psychologist and/ or other individual who can interpret cognitive and achievement data, a teacher, and any additional school professional deemed desirable will review and evaluate individual assessment data that has been collected for each student. The committee’s selection decision will be based on evidence from the student profile data, evidence of the student’s need for gifted services, and determination of gifted service benefits to the student. Parent permission will be obtained to receive services.

 

Gifted Services: The district will make appropriate services available to K-12 students who qualify for gifted services through the selection process. This service is individually and uniquely designed based on the needs of the individual student.
